	Although foreclosed properties offered at <a href="http://www.foreclosureconnections.com/sheriff_auctions.php" title="sheriff auctions">sheriff auctions</a> and distressed home numbers have remained high in several areas of Wisconsin, there are certain areas in the region that have already started to recover from the housing market crisis. Construction activities in some markets have picked up last year compared with 2009, the year when the worst of the crisis hit the state.</p>
<p>
	<a href="http://www.foreclosureconnections.com/list/WI/Milwaukee/Milwaukee.html" title="Foreclosures in Milwaukee">Foreclosures in Milwaukee</a> and in other bigger metros of Wisconsin are still oversupplied as of the start of 2011. However, in areas like Neenah, the housing market already showed signs of rebounding as early as last year. Data for the city showed that construction activities in the area jumped in 2010 by a massive 40% compared with 2009 levels. Neenah&#39;s construction activities for the full 12-month period earned an equivalent dollar volume of over $45 million.</p>
<p>
	The figures were surprising, given that majority of new home sectors in the state are still getting hammered by the huge amount of <a href="http://www.foreclosureconnections.com/wisconsin.html" title="Wisconsin foreclosure homes">Wisconsin foreclosure homes</a> being poured into the market. The city reportedly built 42 single family houses, eight duplex residential units and constructed an apartment complex comprised of 51 units last year; a surprising amount of activity given that the <a href="http://www.foreclosureconnections.com/foreclosure-crisis.html" title="foreclosure crisis">foreclosure crisis</a> was still at its peak in the region during that period. The number of activities last year was also astounding since in 2009, only 33 residential units were built in the city.</p>

	While other areas are trying to unload as much foreclosures in sheriff auctions as they can to help improve their new housing markets, Neenah was able to maintain a healthy yearly average of new home construction activities, with the full decade average of the city for single family dwellings pegged at 58 units per year. Data also revealed that the region gains an average of 125 units every year.</p>

	Prices of new houses in the city are also not getting hammered by <a href="http://www.foreclosureconnections.com/" title="foreclosures homes">foreclosures homes</a> like in other regions, with single family houses having a total worth of $7.5 million, translating to an average value of $179,000 for each unit. Majority of new houses in the city were constructed in the Nature Trail and Eagle Crest subdivisions last year, analysts have reported. They also stated that the high level of activity showed that the city&#39;s homebuilding sector has rebounded ahead of other markets.</p>
<p>
	Although foreclosure sheriff auctions and distressed property levels are projected to rise again in almost all parts of the U.S. this year, analysts in Neenah believe that the city&#39;s new housing market will be able to hold its own and will even record further growth.</p>

	The number of <a href="http://www.foreclosureconnections.com/list/WI/Brown/Green%20Bay.html" title="Green Bay foreclosure homes">Green Bay foreclosure homes</a> and distressed properties in other sections of the state is not as high as in other U.S. regions, but these foreclosures still affected the condition of neighborhoods, officials have stated. In Milwaukee, the local government is set to launch several programs aimed at revitalizing residential and commercial areas affected by the real estate crisis.</p>
<p>
	A block stabilization initiative is set to be launched by the city, which will provide grants to homeowners living in neighborhoods that have been hit the hardest by the onslaught of <a href="http://www.foreclosureconnections.com/wisconsin.html" title="home foreclosures in Wisconsin">home foreclosures in Wisconsin</a>. Under the program, a block that has at least two foreclosed homes will qualify for a grant that will provide as much as $500, which will be used to improve the exterior of the home sitting next to <a href="http://www.foreclosureconnections.com/" title="foreclosed properties">foreclosed properties</a>.</p>
<p>
	According to local authorities, this will improve the appeal of neighborhoods hit hard by foreclosures and will help attract homebuyers. They added that improving neighborhoods&#39; looks will help raise the values of properties and improve the chances of foreclosed dwellings getting sold to new residents. Funding for the program will reportedly come from money already reserved by the Common Council to stop foreclosures in the area.</p>
<p>
	It is not only foreclosure home problems that will be addressed by the programs planned by the local government, but also commercial property issues. The main focus will be the W. Wisconsin Avenue, a commercial business district in downtown Milwaukee which has suffered from high vacancies due to foreclosures. A task force has been established to formulate plans for improving the business climate of the district, local reports revealed.</p>
<p>
	The programs, meant to stop foreclosures and alleviate the impact of the real estate crisis on Milwaukee, will be rolled out within the year, according to local reports. Other local programs are also being formulated to stimulate the creative sector and to improve security and safety services.</p>

	Wisconsin foreclosure homes increase in state and leave many homeowners in panic. The cumulative foreclosure listing till the month of April summed up to six thousand plus, which is nothing less than around twenty five percent over last year. According to a non profit agency working with home owners and helping them with Wisconsin foreclosures, people buy homes which are just beyond their capacity with literally no savings and very little to pay!</p>

	Sick and bedridden homeowners seek the help of these non-profit agencies with great desperation to save their homes from getting foreclosed. And according to one of the officers at the non-profit agencies, foreclosures can be avoided if other miscellaneous expenses are lowered and debt restructured.</p>
<p>
	The state of Wisconsin had around eight hundred and fifty foreclosures just in the month of April, which is nothing less than 1.6 percent increase from last month and around 22 percent from April last year! Nearly one thousand five hundred produced from Milwaukee Country, around one hundred and fifteen from Washington County, two hundred and fifty from Waukesha County and nearly fifty from Ozaukee County.</p>

	According to one of the National foreclosure tracking organization, there have been a total twelve hundred plus fresh foreclosure filings in the month of April. Excessive self interest propels lenders to take an extra mile to reach out to the borrowers, as they don&#39;t want to be attached to vacant houses. But there are many cases where there have been reports stating otherwise, said the director of Community development officer at the Milwaukee Fair Housing.</p>

	Wisconsin foreclosures have set the defaulters dwindle. According to the Vice President, Strategic planning for Homeownership Preservation at Minneapolis, there has been a tremendous increase in number of callers requiring help this year with foreclosures. Nearly sixty percent of the borrowers are at least sixty days late on their loan repayment. The numbers are around seven times more than last year!</p>

	Number of people falling under Wisconsin foreclosure continues to rise indefinitely and no slowdown in near future. The total number of Wisconsin foreclosure numbers around six thousand three hundred, which is around twenty four percent more than that of last year! According to a leading Consumer Credit Counsellor, surging property taxes, increasing food and health care expenses bear too much for the borrowers!</p>

	There has been an increase in the construction of new homes by two and half percent last month when compared to its earlier month, March. Though there seems to be a significant increase in the construction number, the overall rates is at least twenty five percent less than last year. Some leading sources reported slight dip in foreclosure in Dane County but maintained a consistent rise in Wisconsin Foreclosure in the month of April when compared to March.</p>

	Though there is an increase in the Wisconsin foreclosure, it brings a great relief to note Racine County along with couple of other counties relaxing on less number of foreclosures this year when compared to last year same time!</p>

	Across the nation, foreclosures rate dipped by over 1 percent as the market tries to correct itself from the tragedy brought about by the subprime mortgage market. In states like Washington, Vermont and Wisconsin, foreclosures rate experienced the same fate as most of them brought in less than 2 percent increases. The number of Wisconsin foreclosures filings reached 840 in April with 473 homes receiving Notice of Defaults.</p>
<p>
	Currently, Wisconsin is at the 35th spot among the US states with the highest rates of foreclosures. Across the state, there is about one foreclosure filing for every 2,741 households. Compared to 2006, the number of Wisconsin foreclosed homes has grown by almost 22 percent. Although the state is faring well in terms of foreclosures activity, compared to Nevada, Colorado and Connecticut, which topped the list, Wisconsin local officials are worried about the effects of the high delinquencies on the home prices.</p>
<p>
	Since the Wisconsin market is predominantly a buyers market right now, the foreclosures activity has yet to drive down prices. But in general, the effects can be observed on the average time spent by the properties on the market, which range from 90 to 120 days. The sluggish sales activity may mean two things: either buyers are waiting for home prices to drop as more foreclosures are recorded or sellers are refusing to adjust their prices hoping that the market will pick up by spring.</p>
<p>
	Realtors such as ForeclosureConnections.com have provided both sellers and buyers with an effective means to stimulate the local foreclosure market. Sellers have been entering into listings contract, trying to attract potential out-of-state buyers while buyers continue to hunt for potential bargain homes using foreclosures lists. As of now, the market condition is relatively unchanged, although news of economic growth slightly stirs it up.</p>
