	Not a lot of homeowners in Michigan were able to secure <a href="http://www.foreclosureconnections.com/stop-foreclosure.html" title="loan modification">loan modification</a> in March 2011 as foreclosure filings rose again in the state when compared with the previous month. The increase followed two consecutive months of decline which was partly attributed to the robo-signing controversy that emerged in the fourth quarter of last year.</p>

	Analysts stated that although <a href="http://www.foreclosureconnections.com/list/MI/Oakland/Southfield.html" title="foreclosed homes in Southfield">foreclosed homes in Southfield</a> and in other areas of the state are not processed in courts, the documentation controversy still affected the region and other non-judicial states in the U.S., hence the decline in foreclosure filings during the first two months of the year. For March though, a total of 14,615 homes received a filing in the region, representing an increase of 4.37% compared with February 2011.</p>

	However, when compared with the number of <a href="http://www.foreclosureconnections.com/michigan.html" title="Michigan foreclosed homes">Michigan foreclosed homes</a> recorded in March 2010, latest figures actually declined by 17.4%. One foreclosure filing was issued in the state during the month out of every 311 housing units, ranking Michigan fifth among U.S. states in terms of foreclosure activity levels for March 2011. Meanwhile, nationwide figures followed the same trends in Michigan, where month-over-month totals showed an increase while year-over-year comparison produced a decline.</p>

	Analysts claimed that the nationwide decline in foreclosure filings during the month was not caused by more homeowners securing loan modification. They asserted that foreclosure actions were just delayed as lenders try to cope with the impact of the documentation controversy that prompted federal actions throughout the country. Aside from investigations led by state attorneys general, several government entities also took steps to ensure that processing of paperwork in foreclosure actions are done correctly.</p>
<p>
	The close scrutiny resulted in declines in properties entering <a href="http://www.foreclosureconnections.com/" title="home foreclosure listings">home foreclosure listings</a> in the U.S. at the start of the current year. In some areas, the lull in foreclosure is expected to continue as the U.S. Federal Reserve Board recently announced actions against several lenders who were suspected of negligence and misconduct in <a href="http://www.foreclosureconnections.com/foreclosure-process.php" title="processing foreclosures">processing foreclosures</a>. There have also been reports that the Board will impose monetary penalties on lenders that were found to be in violation of foreclosure processing laws.</p>
<p>
	In addition, lenders are being asked by regulators to offer loan modification options to borrowers who are facing foreclosures. These steps have delayed a lot of foreclosure actions in various areas of the U.S. and resulted in the massive decline of foreclosed property numbers during the initial quarter of the current year.</p>

The lenders are trying to avoid any problems similar to the robo-signing controversy, which put them in a really bad light. The said controversy even resulted to the lenders declaring a foreclosure moratorium in order for them to go over the processes involved in foreclosure.</p>
<p>
	Across the nation, bank owned foreclosures rate dropped by 27 percent compared to last year. In Metro Detroit, the decline was recorded between 37.9 percent (Oakland County) to 35.2 percent (Wayne County).</p>

Although many buyers are delighted with the savings and discounts they enjoy, it would still not look good for the industry at the end of the day. Until the housing market hits rock bottom, signs of recovery are mostly temporary in nature.</p>

Majority of West Michigan suburbs posted strong population growth during the first five years of the past ten-year period, but experienced the reverse during the latter half of the decade.</p>

	Officials stated that increasing <a href="http://www.foreclosureconnections.com/michigan.html" title="Michigan home foreclosures">Michigan home foreclosures</a>, layoffs, high gas prices and tight credit standards have conspired to drive away majority of residents during the last five years. The foreclosure problem also cut down housing starts in majority of the West&#39;s areas. As an example, analysts cited Grand Rapids Township, where 2009 housing starts only totaled 38, down from the 200, which was the average for the township prior to the housing industry crisis.</p>

	Despite the huge supplies of bank foreclosed properties and the high unemployment rates, local housing officials reported that the areas of Ada, Cascade, Lowell, and Grand Rapids townships have shown some form of recovery during the last six months of 2010. They attributed the population growth in these communities to the presence of good schools in the region.</p>
<p>
	Cascade Township, which also experienced problems with <a href="http://www.foreclosureconnections.com/" title="home foreclosures">home foreclosures</a>, showed some improvement last year, when it had 32 housing projects, almost double the number recorded in 2009. Although the figure is still way below the home building activities in the pre-crisis period, officials are optimistic that it will improve further in the coming years. Grand Rapids Township also doubled its home building activities last year to 71 compared with figures posted in 2009.</p>
<p>
	Realtors reported that suburban areas in the state have seen increased demand for new homes last year, particularly in areas with good schools. However, difficulties in securing financing for projects and the continuous rise in bank foreclosed properties are hindering markets from mounting a sustained recovery, realtors further added.</p>

	The city of Dearborn, Michigan, stepped up its efforts last year of addressing the impact of the huge number of <a href="http://www.foreclosureconnections.com/hud-homes.php" title="HUD homes">HUD homes</a> and foreclosed properties on neighborhoods in the area. With the help of federal funds issued through the Neighborhood Stabilization Program (NSP), the city was able to purchase and renovate substandard residential properties in the region.</p>
<p>
	The state had some of the biggest supplies of unsold foreclosures in the whole country, with <a href="http://www.foreclosureconnections.com/list/MI/Eaton/Grand%20Ledge.html" title="foreclosed homes in Grand Ledge, MI">foreclosed homes in Grand Ledge, MI</a>, and in other parts of the state causing neighborhood deterioration in most parts of Michigan. Last year, the state was able to continue its neighborhood revitalization efforts in various key areas, including Detroit and Dearborn. The latter initially received $2.4 million from NSP and is set to receive an additional $1 million this year.</p>
<p>
	Aside from the NSP-supported effort of purchasing and rehabilitating <a href="http://www.foreclosureconnections.com/michigan.html" title="foreclosures in Michigan">foreclosures in Michigan</a>, the city of Dearborn also benefited from the Residential Services Department&#39;s program, which also focused on buying and demolishing houses that have been left empty and allowed to deteriorate since the start of the housing industry crisis.</p>

	With the help of these initiatives, Dearborn has purchased around 200 HUD homes and other foreclosed dwellings as of last year. Some of these properties are rehabilitated, while others are demolished for the purpose of side yard sales or future developments. The city also continued its Operation Eyesore project last year, under which buildings in poor condition are purchased and resold. Dearborn has already purchased 12 buildings in the past one year and a half, and these structures are now scheduled for demolition.</p>
<p>
	On top of these initiatives, the city has also decided to eliminate the escrow policy to make it easier and less expensive for buyers to acquire houses, including those under <a href="http://www.foreclosureconnections.com/" title="foreclosure listings">foreclosure listings</a>. Prior to the elimination of the escrow, homebuyers are required to deposit an amount equal to the projected expenses that will be incurred in repairing the property and getting it up to par with security codes.</p>
<p>
	With these numerous programs in place, the city of Dearborn was able to alleviate part of the negative effects of the huge supplies of foreclosures and HUD homes on various communities in the city. Local authorities stated that the programs will continue in 2011.</p>

	As per data collected from the office of the &quot;register of deeds&quot;, St. Clair county witnessed a 26% rise in its foreclosure numbers when comparing 2008 with 2007. County records for Sanilac County also show an increase, with 232 foreclosures in 2007, and 259 foreclosures in 2008.</p>

	While foreclosures continue to rise, so do the relief measures. The Michigan State Housing Development Authority recently said that it is all set to receive $3 million to help combat this situation. 	Most of the Michigan foreclosure homes have been recorded from the Detroit metropolitan area. Detroit, a growing economy has almost come to a standstill because of the high rate of foreclosures. The trouble is that the metro area is also suffering from a slump in the housing market and increasing unemployment. On top of that there is the reset in housing interest rates, which has made it almost next to impossible for homeowners to pay their monthly mortgage amount.</p>

	In 2007, almost 4.9% of homes in Detroit were reported to be in some stage of foreclosure and this is bad news because it is 4 times the national average. Detroit metro area including Dearborn and Livonia have reported 41,273 foreclosed homes in 2007 and have taken the total number of foreclosure lists to 72,616. This means that the metro area saw a jump of 68% as compared to 2006. The only good news is that foreclosure activity in Michigan is down by 8% but is it enough? Well! Only after the first quarter results are out will we know if the rate of foreclosures by state has gone down or not and how well or poorly Detroit has fared.</p>
<p>
	Here are some current statistics. In January 2008, the total number of Notice of Default (NOD) sent out in the state was 1,362 and the Notice of Trustee sale (NTS) was 6,947. There were no Lis Pendens (LIS) and notice of foreclosure sale (NFS) on record. The total number of filings is 10,746 including 2,437 REO&#39;s. So there has been a drop in the rate by 7.03% as compared to January 2007.</p>

	The state of Michigan is seeing an increasingly large number of foreclosure houses and recorded a rate of one per 455 homes. The total number of filings in February 2007 was 9,287. By the end of the last quarter of 2007, there were 136,205 foreclosure homes for sale reported in the state and 87,210 properties were filed for the percentage change as compared to 2006 was 68.32%. Detroit, once a great city was shattered by the weight of rising foreclosures and to add to its woe is an alarming increase in the rate of unemployment as well as the housing market slump.</p>

	In 2007, around 4.9% of the homes in Detroit were in foreclosure, which was 4.8 times higher than the national average. By the end of the year, Detroit made a contribution of 41,273 filings to the existing 72,616 foreclosure homes in Michigan and the Detroit numbers include the foreclosures in Dearborn and Livonia. Some of the other areas in Michigan that took a hard hit include Farmington Hills, Warren and Troy. Apart from this, Washtenaw County also contributed to the existing high rate of foreclosures by state.</p>
<p>
	One of the primary reasons is the amount of adjustment that the Adjustable rate mortgages have gone through. Most homeowners fall into the ARM trap thinking only about the short-term introductory interest rates and once the rate in reset, the same homeowners fail in making the necessary monthly mortgage payments. The result is notices of default and foreclosure filings. To add salt to their injury is the falling home prices, which has made it even tougher for existing homeowners to sell their homes. Whether 2008 brings down the rate of foreclosure or gives it another spike is yet to be seen.</p>

The truth is that Michigan has not been spared by the foreclosure storm, which seems to have gripped big and small states, cities and counties in its suffocating noose. The Counties at the top of the foreclosure list are the Livingston and Washtenaw counties. Due to the high number of tax foreclosure homes in both the counties in 2007, the overall economy of Michigan has been badly hit. Not only this, there has also been an increase in outstanding as far as mortgage payments are concerned.</p>

According to her the county saw almost 2,200 foreclosures by state in foreclosure in 2007 and might see many more in 2008.</p>

The year 2007 saw a record number of resets in the ARM rates and as a result of this, the amount of monthly mortgage payments also increased and there were many homeowners who were caught in the trap.</p>

	Despite efforts to control the worsening foreclosures situation in the country, the number of foreclosure filings for the first half of 2007 reached an all-time record high. There were a total of 926,000 foreclosure filings, up by 56 percent when compared to last year. In the states of Florida and California, home prices dropped by more or less 25 percent while in Michigan and Ohio, thousands of people in the automotive industry lost their job, further fueling the high foreclosures rate.</p>
<p>
	Other factors that seem to greatly influence the foreclosure situation include a high unemployment rate and a housing slump, which is evident in the 5.6 percent decrease in existing home sales. To make matters worse, the Moody lowered it rating on the subprime mortgage bonds affecting at least 3.6 percent of CDOs. Many investors did not agree with the decision to cut mortgage bond ratings and believed that it could worsen economic conditions.</p>
<p>
	The sad state of the US foreclosure shifted the focus on how lending guidelines are being regulated. It seems that the last housing boom created the perfect opportunity for aggressive lenders to take advantage of borrowers with poor credit ratings. Enticing them with mortgage deals that include no down payment schemes, fixed rates for the first two years and interest only payments, many lenders did not take the trouble of explaining to these borrowers the advantages and disadvantages of such offers. Worse, they approved loan amounts that are too much for the borrowers to afford based on their income.</p>
<p>

	In the month of April the Michigan Foreclosures activity saw a drop of 20%. The total number of house foreclosure filings in the month of April was 6876 which is a 20% drop from the figure in March. The figure is 31% more than the figure reported during the same period last year. Michigan ranked 10th among the US states with one foreclosure filing for every 614 homes. The numbers in April were much better than at the beginning of the year when foreclosure activity had soared by 70%. There has been a steady decline in the Michigan foreclosure figures since then. The foreclosure rate in Michigan was reported at 1.3 times the national average of the United States.</p>
<p>
	Wayne County reported the highest number of foreclosures for the month of April. The foreclosure figure in Wayne County was 2866 for the given period. This figure is much higher than the figure which was reported from Macomb County which had 734 foreclosure filings and was placed second. Macomb County was closely followed by Oakland County which had foreclosure figures of 732 filings. Genesee County had the fourth highest foreclosure rankings in Michigan with a total of 621 foreclosure filings in the month of April. Completing the top five rankings was Kent County which had a total of 365 foreclosure filings. The top five counties accounted for almost 78% of the total foreclosures in Michigan.</p>

	Wayne County also leads the foreclosure rate in Michigan. The numbers for Wayne County was 2.2 times the state average and 2.7 times the national average. Genesee County had the second highest foreclosure rate which was 2.1 times the state average and 2.7 times the national average. Ingham County followed closely with one foreclosure filing out of every 401 households.</p>
<p>
	Michigan contributes significantly to the US national numbers in foreclosures. Out of the total of 147, 708 foreclosure filings Michigan accounted for 5% of the total numbers. In Michigan, the foreclosed property deals are mostly settled out of court and the entire process can take a total time of 3-14 months with an average rate of 8 months. The borrower has rights to stop the foreclosure by paying of his outstanding dues to the lender.</p>
