	According to the report, the number of condo sales in Miami went from 835 in March to 1,542 in April. Existing home sales also increased in March by 59 percent, with 1,031 home sales from 649 in the previous month. The increase is a 90-percent jump from the previous month&rsquo;s figures.</p>
<p>
	The report also indicated that 64 percent of the home sales were done in cash. Cash buyers seem to have dominated closed deals even in international transactions. The latter represented 60 percent of existing homes sales and 90 percent of new homes sales.</p>
<p>
	<a href="http://www.foreclosureconnections.com/list/FL/Lee/Cape%20Coral.html" title="Cape Coral foreclosures">Cape Coral foreclosures</a> are certainly getting a lot of interest from home buyers, with statewide sales figures widening by 24 percent for condo sales. This percentage amounts to 9,703 condominiums that were sold this quarter. Single-family units also hogged some of the market interest with 12 percent growth in sales, totaling 18,522 closed deals.</p>

	The nationwide figures for condominiums for sale, townhouses and other single-family residential units are also getting better, with a posting of&nbsp; 3.7 percent increase in sales from February, although the same is still 5.44 less than the March sales.</p>

	Realtors say that the strong showing of <a href="http://www.foreclosureconnections.com/florida.html" title="Florida foreclosures">Florida foreclosures</a> is indicative of a strengthening market since the comparative figures last year were still boosted by tax credit programs. Last year, First-time homebuyers were given tax incentives by the government for their home purchases.</p>

	But they also take note of the increasing impact of the number of short sales and distressed property sales on the average median price of residential foreclosures. Sales of residential foreclosures in Miami-Dade County account for 60 percent of all closed deals in the area.</p>

	The March average median price for single-family home units declined by 19 percent this year and the median price of condominiums for sale also fell by 30 percent, which is actually an increase of 3.6 percent from February.</p>

	According to real estate experts, prior to the housing industry crisis, which saw the number of <a href="http://www.foreclosureconnections.com/list/FL/Orange/Orlando.html" title="foreclosed homes in Orlando">foreclosed homes in Orlando</a> reaching record highs, developers converted a lot of apartments into condominiums in preparation for an anticipated surge in property buying. Meanwhile, others started building apartments to replace the ones that have been converted into condos. Combining rental and single family vacancy rates, Orlando ended at the top position.</p>

	Local real estate experts have stated that the high vacancy rate of the metro area is highly evident among Class C apartment properties. They stated that these properties, majority of which were built during the 1970s and the 1980s, have occupancy rates of just around 60%. Most of them are getting tough competition from cheap properties under <a href="http://www.foreclosureconnections.com/" title="foreclosure home listings">foreclosure home listings</a> that most landlords cannot even collect enough rent to take care of maintenance costs.</p>

	The case was then voluntarily dismissed by the bank which ended Pino&#39;s attempt to prove that he was a victim of fraudulent foreclosure. The bank reportedly refiled the case in August of 2009 and that particular case is currently pending. According to some foreclosure lawyers, several lenders involved in <a href="http://www.foreclosureconnections.com/florida.html" title="Florida house foreclosures">Florida house foreclosures</a> cases have used the same tactic of withdrawing an initial lawsuit only to refile it again.</p>

Local reports stated that the original lawsuit was withdrawn by the bank during the time that Pino and his lawyers are about to get depositions from employees of the law firm that represents the bank in an effort to trace the creation of the assignment.</p>

	The Fourth District Court of Appeal, which sent the action to the high court, has stated that it agreed with the initial ruling of the lower court with regards to dismissal, but considers the case significant, particularly for other <a href="http://www.foreclosureconnections.com/" title="foreclosure houses">foreclosure houses</a> cases, hence the decision to send it to the Supreme Court.</p>

<p><!--RFarl-->The huge Oasis Towers high-rise condo in Fort Myers, Lee County, Miami is up against a $157 million foreclosure suit, although the twin towers are still for sale.</p>
<p>This is the second highest value foreclosure in Lee County after the $340 million claim involving Bell Tower Park, Tarpon Point Marina and an undisclosed rock mine at Bonita Springs.</p>
<p>The case against the owners of Oasis Towers, Miami&#8217;s Related Group is being brought by Bank of America in the Lee Circuit Court. The bank is claiming that Related Group failed to return the loan when it fell due in June 2009, and is also ignoring liens filed against the project.</p>
<p>The case won&#8217;t prevent Bank of America continuing to market the 452 Oasis units it owns, according to John Stone who is the principal with Colliers Arnold who&#8217;s working on the sale.</p>
<p>Meantime the towers have been emptying steadily. Just one occupant remains in the 32 story Tower One – he&#8217;s Victor Vangelakos, a Weehawken, New Jersey, firefighter who purchased his unit in December 2008 and is still trying to reach agreement with Related on how to resolve his situation. The irony is that the Oasis project still envisages a further five towers that will increase total units from 440 to around 1000.</p>
<p>John Stone of Colliers Arnold likens foreclosure to a &#8220;slow moving train&#8221; that could take a further six months to be decided in Lee Circuit Court. Meantime John is continuing his efforts in the hope of achieving a sale.</p>
<p>The total project cost to date of Oasis Towers just east of Billy&#8217;s Creek was $219 million, according to a recent sales brochure that listed 199 apartments for sale in Tower One, plus another 226 in Tower Two.<br />
According to Steve Luta, a local agent who brokered the sale of the land on which the towers stand, depressed prices and a glut of empty condos elsewhere render the units a less attractive investment.</p>
<p>You’ve got to think outside the box, he told me. A convention center or hotel project might be more feasible. Perhaps you could create an enclave or destination point.</p>
<p>But Don Paight, Myers Redevelopment Agency Executor Director is less impressed with these ideas. &#8220;The city has no plans along those lines&#8221;, he told me. &#8220;I think downtown is a better setting for that, with better access by conventioneers to restaurants and shopping, and that’s where the city is concentrating its efforts to get a convention center and hotel going.&#8221;</p>

<p><!--RFarl-->Despite all the excitement around Obama&#8217;s gift to Florida it seems the Sunshine State isn&#8217;t exactly a rising star when it comes to spending it. Communities have only allocated about half the $4 billion available to help re-develop abandoned and foreclosed property, and the clock will tick on for just a few months more.</p>
<p>If anything, the blame culture is working better than the administration, with some state, county and city officials blaming constantly shifting rules for the confusion that&#8217;s delaying things in the middle of the crisis. According to a report just released by the U.S. Department of Housing and Urban Development, approximately 100 local government authorities in Florida alone have hardly made a start, with less than 38% of the windfall having been earmarked for specific projects across the State.</p>
<p>It&#8217;s a snooze-you-lose scenario, and any money not allocated on program will revert to Washington at end September.</p>
<p>This is not to say that there has been no progress. Some communities have used their allocations in innovative ways, like buying and renovating before renting back to poorer families, clearing the land for re-use, and putting any profits made back into their programs. But officials in other areas are not as smart. They&#8217;re stymied in many ways, either overwhelmed by the scope of the project or unable to understand the rules. Some have also been outbid in a scenario that requires them to pay no more than 99% of appraised value.</p>
<p>While City Manager of Boynton Beach Kurt Bressner blames competition in the market place, U.S. Representative Kathy Castor is less sympathetic. &#8220;I&#8217;m not satisfied with progress,&#8221; she said. Our nearly one hundred municipalities have managed to spend just $11,000 of a $3 million grant. Washington will remember this next time they hold out their hands.</p>
<p>One of the prime drivers is inexperience, especially in interface with banks and other lenders. HUD has tried to bridge the knowledge gap by lending staff with specialist skills in acquiring and re-developing property, and also land bank management.</p>
<p>Slow progress thus far makes it impossible to gauge the overall potential of the program. Washington was more cautious when it allocated the second round of relief in January 2010. This time capacity to spend was added to the stew, meaning that poorly performing cities like Las Vegas were left with empty bowls.</p>
<p>Could HAMP be another fine example of ending up at the place where we began? Hopefully not – let&#8217;s hope America has finally learned the lesson that it takes skills to spend the money well.</p>
