	Although Phoenix, Arizona has some of the highest numbers of bank and <a href="http://www.foreclosureconnections.com/government-foreclosures.html" title="government foreclosures">government foreclosures</a> in the whole U.S., the metro area&#39;s median residential prices still managed to show an improvement last year as the region recorded the only double-digit price jump among all communities in the Valley in 2010.</p>
<p>
	High levels of <a href="http://www.foreclosureconnections.com/list/AZ/Maricopa/Phoenix.html" title="Phoenix foreclosures for sale">Phoenix foreclosures for sale</a> were not able to drag the metro area&#39;s prices down, but analysts revealed that the overall values of residential properties in the region still lag behind other Valley markets. For the whole 2010 period, median selling prices of houses in the metropolitan market jumped by 21.1% compared with the year before. The median selling rate of homes last year in the area was $109,000</p>

	Despite the presence of thousands of <a href="http://www.foreclosureconnections.com/arizona.html" title="Arizona foreclosed homes">Arizona foreclosed homes</a>, 18 of Phoenix&#39;s zip codes recorded improved median selling prices in 2010. In the whole Valley region, over 50% of zip codes that recorded higher median rates last year can be found in Phoenix. A report from Information Market revealed that in northeast Phoenix, median prices have continued to drop last year, although the pace of decline has slowed when compared with 2008 and 2009 levels. The report also showed that last year&#39;s prices were lower than the peak price period of 2005 by almost 50%.</p>

	Meanwhile, last year saw bank and government foreclosures accounting for almost one-third of total housing sales, with prices of foreclosed properties lower than non-foreclosed homes by a range of $40,000 up to $90,000. Sales of houses last year, on the other hand, remain way below 2005 level, the year when northeast Phoenix recorded its biggest housing sales total. However, sales of dwellings in 2010 were considerably better than in 2008, the report also revealed.</p>
<p>
	In the north Phoenix region, <a href="http://www.foreclosureconnections.com/" title="houses for foreclosure">houses for foreclosure</a> accounted for almost one-third of total home sales, with prices of distressed properties cheaper than non-foreclosed homes by a minimum of $20,000 and by as much as $60,000. Median selling rates also declined in 2010 in most of this region&#39;s markets, but majority only recorded single digit drops; unlike in 2008-2009 when price decreases range between 20 and 40%.</p>
<p>
	For central Phoenix, the story is almost the same, with bank and government foreclosures accounting for a third of total residential sales in 2010. Despite the ongoing drop in sales and the low prices of homes in some areas, analysts reported that the metro region&#39;s housing market is showing signs of stability, particularly when it comes to median selling rates.</p>

	Arizona governor Jan Brewer requested a Special Session in order to adopt a measure which will most likely create more jobs. But a number of critics are worried that it could only lead to more economic problems, especially if only a few businesses decide to invest.</p>

<p>Some of the other programs that are leading to Arizona foreclosures include unemployment. Like everywhere else in the world, Arizona is undergoing recession since many companies are moving overseas or else they are filing bankruptcy. </p>
<p>Other problems that caused many of the homeowners to lose their homes links to a rescue operation led by Winer. According to ABC News, Attorney Goddard is filling a lawsuit against this operation because it is believed that the company defrauded about 400 homeowners in the state. Thus, they lost their homes as a result. </p>
<p>According to the attorney general Winer, one of the rescue operation person’s “victimized” the homeowners that were faced with foreclosure. They were fraudulently offered assistance from this individual who claimed that they could keep their home. </p>
<p>It is said that Winer used public records to find his victims. He searched through public records to find homeowners who were on the distressed property consultants list. He claimed to stop foreclosures in 24-hours. </p>
<p>Court documents revealed that Winer as well as his associates persuaded the homeowners to give the deeds to their homes over to him. In return, he would take over the monthly mortgage payments. He claimed that he would pay off the delinquent amount owed. According to ABC News, Winer charged the homeowners monthly fees that estimated to the same amount of their mortgage payments. </p>
<p>He told them they could rent the property. City officials claimed that the lenders or services did not even notify the borrowers of their title transfer. Winer told the homeowners that if they meet all agreements they could repurchase their home for $15,000, according to ABC’s author Katrina Wessman. </p>
<p>Katrina said the terms on these schemes stated that if the renters missed one payment they could be evicted from their homes. The option to repurchase their homes would be null and void if they were evicted. According to reports, Winer sold the properties within a two-week timeline to investors. These investors were charged with paying commissions to Mr. Winer. </p>
<p>What a sad story for Arizonians. This greedy act led to 400 people losing their homes. Thus, the Arizona foreclosures is steady growing due to greedy lenders, fraudulent people like Winer, and the list goes on.</p>

	Many homes in Tucson are waiting to be sold as foreclosed homes, and many more are on their way of getting there. Meanwhile, the government has allocated $7.2 million for Tucson to help combat the current war on foreclosure. According to many leading financial analysts, the market has close to bottomed out, and some respite is visible in the near future.</p>

	This view is prompting an increasing number of people to buy foreclosure affected homes in Tucson. Since homes in the pre foreclosure stage are known to sell at considerable discounts, they are becoming the favored option.</p>
<p>
	When a home is bought, the buyer generally takes a loan from a bank/lender to pay for the house. When a home is bought using a loan, the home acts as guaranty on the loan till it is paid off in full. If the borrower (home owner) defaults on making the payments regularly, the lender can file for foreclosure proceedings to begin. This is when the home enters pre foreclosure.</p>
<p>
	Once a home enters pre foreclosure, the home owner has some time to take care of the default. If, at the end of this period, the default is not fixed, the house is foreclosed upon and put up for sale at a public auction. The idea behind doing this is that by selling the house the bank/lender can recover the money that remains on the debt.</p>

	During the pre foreclosure stage, a home owner can decide to sell the house. This is mostly done to pay back to the lender the amount that is owed on the loan in question. By doing this, foreclosure proceedings can be bought to a standstill, thereby also avoiding the negative credit score that comes with foreclosure.</p>
<p>
	With property prices relatively low, there are instances where the amount that is owed on the loan is higher than the home&#39;s existing value. In this case, the lender who holds the mortgage on the house can allow the home owner to sell the house to the best offer and waive off the remaining amount on the loan. Lenders would do this to avoid the significant costs incurred in the foreclosure process.</p>
<p>
	While buying pre foreclosure homes you should always check to see if any other loans are linked to the home. Also, check if there are any arrears in taxes. Since you would be dealing directly with the home owner, inspecting the home should not be a problem, and should be done.</p>
<p>
	The internet is a good place to start looking for pre foreclosures in Tucson. Go through as many listings as you can before you start inspecting houses that are of interest to you.</p>

	Phoenix Foreclosures activity has increased by almost 35% as a result of which, the foreclosure crisis in Arizona seems to be deepening by the moment. In January, 2008, Arizona saw a huge increase in foreclosure filings with almost 9,000 homes being recorded. In fact, investors have also started to say that there are too many Phoenix foreclosure homes to choose from. Arizona foreclosures can take relief from the fact that nationwide the foreclosures dropped by 3%. In Arizona though the rate of foreclosure was one per 201 homes and thus the state now has the third highest foreclosure rate. The rate of foreclosure in Arizona is almost 2.5 times the national average.</p>
<p>
	In the last quarter, 12,950 homes were listed in Arizona foreclosures and this includes government foreclosures like HUD as well as Phoenix Foreclosures. The rate does seem to be 1% less than that of the previous month but has increased by a whopping 127% as compared to June 2007. At the end of the second quarter in June 2008, the 12,950 Arizona foreclosures include 7 notices of default, 8,646 NTS and 4,297 REO&#39;s. There is a big contribution that Phoenix foreclosed homes have made to the overall state foreclosure figures.</p>
<p>
	The news about Phoenix Foreclosures that is catching like wild fire is that experts had earlier said that most of the foreclosed homes are from the outlying areas but the case is not so anymore. Some of the worst hit neighborhoods are those that are in the southern, western and central Phoenix. Even the number of government foreclosed homes in the Phoenix metro area has increased considerably. This could well mean that there will be an increase in foreclosures in Phoenix through the next quarter!</p>

	Another city in Arizona State, Tucson is also reeling under the foreclosure pressure and according to a ForeclosureConnections.com survey, Tucson accounts for only 6.8% of Arizona&#39;s total as compared to the overwhelming contribution of Phoenix city. With 16.2% of Arizona&#39;s population coming from Tucson, which means that there is one foreclosure per 224 Tucson households and a much better average than the national median of one per 194 households.</p>

	Despite efforts to control the worsening foreclosures situation in the country, the number of foreclosure filings for the first half of 2007 reached an all-time record high. There were a total of 926,000 foreclosure filings, up by 56 percent when compared to last year. In the states of Florida and California, home prices dropped by more or less 25 percent while in Michigan and Ohio, thousands of people in the automotive industry lost their job, further fueling the high foreclosures rate.</p>
<p>
	Other factors that seem to greatly influence the foreclosure situation include a high unemployment rate and a housing slump, which is evident in the 5.6 percent decrease in existing home sales. To make matters worse, the Moody lowered it rating on the subprime mortgage bonds affecting at least 3.6 percent of CDOs. Many investors did not agree with the decision to cut mortgage bond ratings and believed that it could worsen economic conditions.</p>
<p>
	The sad state of the US foreclosure shifted the focus on how lending guidelines are being regulated. It seems that the last housing boom created the perfect opportunity for aggressive lenders to take advantage of borrowers with poor credit ratings. Enticing them with mortgage deals that include no down payment schemes, fixed rates for the first two years and interest only payments, many lenders did not take the trouble of explaining to these borrowers the advantages and disadvantages of such offers. Worse, they approved loan amounts that are too much for the borrowers to afford based on their income.</p>
